The employee in this position surveys the education needs of the schools, acting as liaison between the DOE Superintendent, principals, parent and teacher organizations, business, industry, clubs and other organizations to match programs and needs with the resources available in the community. Employee reports to the District Superintendent.

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

·         Develops, organizes and evaluates a comprehensive program to improve and increase parent and community involvement in the Virgin Islands Department of Education;

·         Promotes public relations with the community by assisting in the development and dissemination of information to promote and enhance parental, business, industry and organizational participation in the education of the youth of the Virgin Islands;

·         Directs and coordinates the unified efforts of groups with different educational, social and ethnic backgrounds in the facilitation of school programs and beautification and improvement of school grounds;

·         Ensures and encourages communication with parents, businesses, community, organization increasing their involvement and understanding of the educational processes;

·         Organizes implements and manages training workshops and seminars on strategies for parental involvement for administrators, school staff, resource personnel, parents and community organizations;

·         Addresses civic, faculty, service, parent, student and community groups as a representative of the Department of Education to explain specific needs and programs;

·         Attends school and community meetings to inform staff, parents and the community on programmed activities;

·         Writes and edits press releases;

·         Contacts individuals and/or groups to disseminate information on programs and activities;

·         Responds to questions and requests from school sites, parents, organizations and community groups;

·         Interviews the public, businesses, industries, clubs and organizations to match needs and with the resources;

·         Clearly articulates academic standards and goals to businesses, industries, clubs and organizations;

·         Acts as liaison between universities, public, private, physical facilities for implementation of programs, contests and competitions in the different cultural communities of the Virgin Islands;

·         Supervises and assists in the preparation of periodic and annual reports; maintains a current file on parent, student, principal, school, organization and business participation, and other records essential to an effective parent and community relations program. 


Skills Required

KNOWLEDGE, SKILL AND ABILITIES

·         Knowledge of the VI Department of Education, its functions, organization, policies and programs as related to parents and the various cultural communities, educational integration philosophy, programs and techniques; public information and community relations; community resources, advocacy and referral methods.

·         Ability to gain acceptance of proposed programs/procedures by the Parent and Teacher Organizations, schools and clients through verbal and written communication;

·         Ability to relate to individuals in various age groups with different educational, social, and ethnic backgrounds;

·         Ability manage, organize and advance people and programs;

·         Ability to speak before business and industry leaders, organizations, and clubs;

·         Ability to speak courteously and respectfully to all people encountered, even under crisis situations;

·         Ability to appear keep all confidential information;

·         Ability to supervise the compilation and preparation of accurate statistical reports and data within established deadlines.

 

 

EDUCATION AND EXPERIENCE

·         Bachelor’s degree from an accredited institution in Communications, Public Relations or related field and 5 years of increasingly responsible experience in administering educational programs, including two years in a supervisory capacity; or

·         Master’s degree from an accredited institution in Communications, Public Relations or related field and 3 years of increasingly responsible experience in administering educational programs, including two years in a supervisory capacity.
