Virgin Islands Public Broadcasting System ASSISTANT DIRECTOR OF ENGINEERING The Virgin Islands Public Broadcasting System has an immediate opening for an Assistant Director of Engineering on the island of St. Thomas. Job Summary: · Experience with managing complex technical projects; · Experience supervising engineering personnel in a broadcast operations or production environment; · Five to seven years experience in a progressive broadcast environment; · Broadcast engineering project development experience; · Experience working with digital satellite system operations, digital microwave operations, high power RF designs, and maintenance; · Experience working with computer network design and operations; technical database management and reconciliation; · Experience working with physical plant system designs, operations and maintenance; experience working with rotating and high power AC systems, and HVAC systems; · In-depth understanding of FCC requirements for broadcast operations (including the ability to make successful FCC filings); · Design and operating experience in high performance television editing systems; · Experience designing and installing various analog and digital systems associated with radio operations; and · Project management experience including the application of internal, external and contracted personnel, detail timeline management, and budget administration experience. Technical Skills: · Must be able to implement the technical policies and procedures for the company, assuring a safe and efficient environment for the station and its employees; · Must have the requisite skills to perform analysis and maintain high power RF systems, microwave systems, computer network systems, and remote control systems; · Be able to implement and operate digital editing systems, field acquisition and support the production department; and · Must understand video and audio distribution technology. Must be familiar with industry standards and practices and be able to interpret and implement FCC rules and regulations. Principal Responsibilities: · Manages and oversees the broadcast master control and audio operators, and staff who support the technical and operations aspect of the facilities; · Oversees studio, transmitter, building plant engineering, and systems maintenance; · Ensures the highest performance standards for all station technical assets by overseeing all appropriate measures; · Supervises installation and maintenance of television broadcast and related equipment. Will act as project manager on large installations; · Assures all personnel occupy and operate the facilities in a safe and secure manner; · Understands facilities interconnection, including signal types and routing, bypass, and restore systems; microwave and fiber interconnection, etc.; · Assists in designing and configuring the operating environment systems; · Assists in the design and implementation of changes to facility, in relation to changing and updating broadcast technology; - Assures reliable technical set up of remote broadcasts;
- Assists with documentation of engineering systems; includes updating logs and executing checklists to discover equipment and system anomalies;
- Assist in the FCC filings as needed;
- Works with the Operations and Productions staff to identify, and repair basic technical problems; brings larger issues to the attention of the Director of Engineering;
- Provides continuous training and supervision of Master Control Operators on systems; and performs all other job related duties as assigned by the Director of engineering;
· Setup and operation of an unattended control room and transmitter environment; operational supervision of operating staff; · Physical plant system design, operation and maintenance, including rotating and high power AC systems, and HVAC systems; · In depth understanding of FCC requirements for broadcast operations including the ability to make successful FCC filings; · Design and operating experience in high performance television editing systems; · Monitor the radio transmitter frequency and ensure that the station is functioning; · Provide technical and engineering support to the Radio Station; · Design and installation of various analog and digital systems associated with radio operations; and · Assist with project management including the application of internal, external and contracted personnel, detail timeline management, and budget administration and review. Qualifications: · Associates Degree in Broadcast Engineering or similar degree, plus 4-6 years of technical service in the TV Broadcasting Industry. In lieu of a degree, 6-8 years of technical service in the TV Broadcasting Industry; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities to perform the job; · SBE Certification Preferred; · Current FCC General Radio Telephone License; · Ability to lift and carry 50 lbs; · Experience managing or supervising engineering personnel in a broadcast operation or production environment; · Broadcast engineering project development experience; · Strong background in broadcast equipment maintenance; · Computer literate; · Excellent organizational and minimum of three (3) years management experience; · Ability to work flexible hours and be on-call for station emergencies; · In depth understanding of FCC rules and regulations for broadcasting operations; · Ability to read, interpret and analyze complex digital systems; · Ability to document work performed and to communicate effectively with others; and · Ability to manage several projects at a time and to react effectively to station emergencies.
